Leavenworth, Washington is a beautiful Bavarian styled village with a true four-season climate. It is on the eastern edge of the Cascade Mountains, and has a much drier, more continental climate than Seattle, which is a two and a half hour drive west. For downhill skiing, Stevens Pass Ski Area and Mission Ridge Ski Area are less than an hours drive, in addition to nearby Leavenworth Ski Hill.

In spring, temperatures typically rise into the 60's and 70's with low temperatures in the 30's and 40's. Leavenworth's low temperatures do not average above freezing until April. The Wenatchee River and Icicle Creek are at peak flows due to the mountain snowmelt. Summers are warm and dry in Leavenworth. In fact, Leavenworth is one of the warmest areas in the state with a Ponderosa Pine forest. Temperatures are typically in the 80's to near 90 degrees, with temperatures occasionally reach the one hundred degree mark. Rainfall averages less than one inch per month in the summer time. Temperatures cool off at night to an average near 50 degrees.

Summer weekends are extremely busy in Leavenworth. The town hosts several popular events and festivals such as the Icicle Creek Chamber Music Festival, Acoustic Music Festival, Art in the Park, and Leavenworth Wine Tasting Festival. Highway 2, the main thoroughfare through town can become very congested with traffic from festivals and recreation seekers. The Leavenworth area is very popular for camping and backpacking. Other popular summer activities in Leavenworth include: rafting, inter-tubing, bicycling, golfing, and summer theater.

In September, Leavenworth begins celebrating the arrival of the fall season. It hosts the Wenatchee River Salmon festival, celebrating the return of the salmon. The event has hands on activities, educational exhibits, live music, and arts and crafts. Other September events include the Washington State Autumn Leaf Festival and the Leavenworth Fall Music Festival, which takes place at and is a fundraiser for the Leavenworth Ski Hill. Temperatures in Leavenworth plunge rapidly falling from an average of high of 78 degrees in September to 34 degrees in December. Low temperatures drop quickly as well.

In October, the area is aglow with beautiful fall foliage. The city hosts its annual Oktoberfest celebration the first three weekends of the month. The city's celebration is one of the largest in the world outside of Germany. Locals and Bavarian natives really get into the spirit. It is not uncommon to see Oktoberfest attendees dressed in traditional Bavarian attire. Great live music and German food are on tap in addition to beer.

In December, the town celebrates the holiday season with its Christmas Lighting Festival, which occurs the first three weekends of the month. It is a great way to celebrate the magic of the season with Christmas carolers, great food, and hot drinks.

I drive from Portland to Seattle once or twice a month, and to other places in Washington maybe 6 times a year, and I've noticed two things:

    1. Some people drive slower than average in the left lane, without regard to the chain of frustrated drivers behind them or the big wide open empty lane to their right, forcing everybody to pass them on the right.

    2. People drive in the middle lane, and others pass them on the right, even when the left lane is empty.

    So, Washington drivers, my question is this: Does WA not recognize the left lane passing rule or is everybody just rude? Really. I see this over and over again every single trip. If it was an occasional thing I'd get over it, but it's every single time I'm on I-5! Or any other WA interstate or major highway! What's up???

      I too see this behavior frequently on WA interstates.
      There seems to be a lot of self righteous passive aggressive drivers in Washington State. They are going to show you what the speed limit is regardless of whether or not it ties up traffic. So they drive the limit in the left lane just to prove how right they are.

      I think its a combination of rudeness and not wanting to be "inconvenienced" by having to slow down for merging traffic in the right lane.

      Parallel parking, normal parking, back around a corner, maintaining speed, signaling, and just normal driving. You should not have to drive on the highway at all for your test (not that highway driving is a big deal anyways).

      9/10 of the law is that whosoever rear-ends another car is at fault. You friend got rear-ended, and the lady bears complete blame. The 1/10 of the law which would exonerate her is that your friend deliberately did something to cause her to read-end him. In this case, it seems ironclad that she was at fault.

      I live in Seattle, and I must say I agree with you ,to a point. We have a very strict Police patrol here...and you are not getting away. There are so many freeway construction jobs going on...you can not afford to get caught speeding. Plus...we have the lowest road rage ,,,and no one in a hustle and bustle . We are very laid back people...lovely city...and some of the most generous people in the country. We take life easy everyday...but we still get our business done. Everyone(some) get good sleep, get up in time..not to be running a race to work. I have never had any problems other then traffic...but I guess it's because i don't' hang aroung until the last minute,to do what i have to do...along with everyone else....

More precisely it is his overweening arrogance -- the idea that he knows everything and that nobody else knows anything -- so if the bills are not 100% Obama Obama Obama and more Obama, then no point in even considering them -- he tells Pelosi and Reid just to suppress anything that's not 100% Progressive Caucus sourced. If it's not his agenda, it's not on paper in the Capitol. My way or the highway.

      - Other than this one just being absurd, driving-related laws are handled by the states. This isn't explicitly stated in the Constitution but it's derived from the tenth amendment, i.e. the Constitution doesn't say congress can do that, so it's a state right.

      - Voting eligibility is based off age and citizenship status, as outlined in the 14th amendment.

      - This falls under cruel and unusual punishment in the 8th amendment.

    Wrong information on ticket, Officer said otherwise?
    I got pulled over in March, and It is now July. The officer that day pulled me over because i didn't have a front license plate. He soon realized that i didn't have my California Drivers License. I had my permit, but was driving alone because I had to pick up my sister from work, (father recently passed away causing mom to have to work multiple jobs, so there was no other choice) He asked for insurance, and i had no clue the car was in non-op seeing as it was a project car i've been working on. It had full coverage up until a few weeks before i got pulled over. I immediately called a family friend CHP (California Highway patrol) and let him overhear everything that was being said by the officer. The officer clearly stated, "I don't need your signature on anything, nor do I need to tell you what's being done because you're a minor" He never once stated that i was getting a ticket, nor any process he was doing. He also got upset because I had Washington state plates in California. These plates were renewed the month before and are registered to a California address making it 100% legal. He didn't believe me, and called it in on the spot. 15 minutes later he said I was correct. I was summoned to court and appeared in Teen Court yesterday, they gave me a copy of charges/ticket, and it says I was in a Pontiac, and it had CA plates. I was in a Ford Thunderbird with Washington plates. What can i do to fight this?

    I'm thinking of requesting a court trial type case and having him come in to testify, as well as my CHP friend. The sheriff made it clear I wasn't getting a ticket nor did he say what I did wrong. He just said take care of the front plate and don't drive anymore. He let me stay at the gas station until someone came to pick me up (I just drove home behind a CHP escort) If a sheriff messed up my information THAT bad, never stated I was getting a ticket, never had me sign ANYTHING, and never notified my parents shouldn't I be able to fight this?

    As for my DL charges we've been trying for months to get an emergency license to allow me to pick up any of my 3 younger siblings while my mom is at work. the DMV has not been working with us very well, and I got pulled over during this process. It isn't fair that I have taken Drivers ed, taken safety classes with CHP, and taken extra classes for my own good, passed my drivers permit test 1st try, and have been FIGHTING to get my DL to help my mom out and I still got into trouble.

    That's why the Georgia Department of Driver Services now offers tests in a dozen languages.

    But the State Legislature is about to change that, requiring all tests to be taken in English.

    The sponsor of SB 67 says it's simply a matter of public safety on the highways.

    "There're some cases where in other parts of the country people have had wrecks and caused deaths and it was caused because they couldn't read the signs," says State Senator Jack Murphy of Cumming.

    But some civil rights groups claim there's an ulterior motive.

    "The true intention is to send an unwelcoming message about Georgia towards immigrants," says Jerry Gonzalez of the Georgia Association of Latino Elected Officials.

    Gonzalez calls SB 67 the "KIA Go Home" bill, claiming it could discourage industries like the new Korean KIA automobile plant being built near LaGrange.

    "It's essentially saying to foreign investors, 'send us your money, but keep your people over there'," Gonzalez claims.

    State Senator Murphy bristles at the suggestion that his bill is about anything other than safer highways.

    "They're trying to make something out of this that isn't," Murphy says, "For anybody to say that I am anti-immigration is absolutely asinine."

    We took a poll of some drivers who got licenses Tuesday at the DDS office in Norcross.

    Alma Ubay told us she was torn, but sympathetic to fellow Hispanics who haven't mastered English.

    "There're some people that don't know," she said, "they try their best, but they don't learn how to read or talk English."

    "I think it's English," said Sudhendu Nag of Calcutta, India, "They should learn English, it's an English country."

    American born Larry Washington suggested a compromise.

      That would violate the 23rd Amendment-- Presidential Vote for District of Columbia.

      I'd say this would violate the Privileges and Immunities Clause of Article IV, Section 2 which states, "The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States." From this clause stems the notion of constitutional "Freedom of Movement." This clause prevents Congress from restricting the residents of one state from doing something the residents of another state have the privilege of doing. Congress really can't focus federal law on one state.

      This is a 5th Amendment issue. The 5th Amendment states in part, that private property shall not "be taken for public use, without just compensation." This is called the Takings Clause. It basically means that the government may not exercise its right of Eminent Domain (compulsory acquisition of land) unless it provides due process and gives fair market value for the land.

    I am on my way to Seattle Washington. Although I well miss my friends and family, mother says it is for the best. Mom is driving, I just hope we make it home in one piece. Mom just got fired for being late at a conference, were loosing money by the hour. So were moving back in my home town near the local hospital I was born in, on November 3, 1995. That way mom is granted a full time job to support my sister Sophia and me.

    I have no doubts for my mom, after all she is a great single parent and she is for sure a terrific care taker. I don’t know why mom likes being in a white room with medical equipment and a patient eager for medical care. Mom prefers to be in a crowded room with doctors with masks on performing surgery. My sister Sophia is three. Mom really takes her under her wing 24 hours a day. She basically get what she wants, when she wants. She is very plump with the most brilliant amber eyes, and the simplest blond hair that you can find on a store bought Barbie doll. Mom use to joke around and say she almost named her Barbie for her hair.

    A couple of years back just before my dear father passed on he left my mother a red mustang 2006. She loves that vehicle like she gave birth to it. We just passed a highway sign that reads “Montana 4 miles off enter section”. Mom rolls her eyes, “If it was not for my career we would be at home in a telephone book searching for a job Lauran”. I sign… “yea well you have to be a burse don’t you”. mom rolls her eyes, and rolls down the windows. When the fresh Montana air hit my face I almost collapsed. We strolled my a dumpster, that did not at all help the fragrant. The sky was a grayish chalk color to it, very dull and a unsafe warning to bad weather.

    A couple birds flew here, and there the whole site seemed familiar, I felt like a free sprit went right through my chest. I grew a free mind and noticed a change in the atmosphere, maybe today was a start of something new, maybe my whole life would turn and twist and squeeze the dull days I once had. Maybe its time my life starts a new chapter. “Oh.. Its 6:43pm Lauren you hungry by any chance” my mother grins with a thoughtful worried look in her dark green eyes. Although my stomach twisted and bounced all around, I have not yet hunger pains. “Um.. No mom. But I think we should all rest and maybe Sophia is hungry to, besides there is a bad storm coming I can just feel it in my veins”. “Is Sophia asleep” mother calls. I turn in my set to view Sophia’s spot in the back third row. She is dead asleep, I really love my sister when she is asleep. “yep” I bellowed.

    As I have deep thoughts running in and out of my head, I noticed a dark cloud appearing out of the right window toward the back of the car. Silence Brooke loose in the family car by a roaring sound coming from the angry sky. “Oh lord a bad storm I guess we should find shelter” my mom says. Out of no were a dangerous hail storm approaches from the north, my sister wakes up screaming and yelling saying “I want to go home mama”. we both show no sign of paying our attention to the whiner in the car. We were both worried that a bad hurricane might appear out of no where. The next exit was 2 miles away to the next exit accordingly to the sign. The car sped up, I sincerely rolled up the windows for my moms sake of worrying about something else than the road.

    The sky grew darker, all birds and any sign of life brushed through the trees, the sun set early or was is the black clouds blocking its hot beaming rays? Mom pasted me my sisters bottle and I drove her fast to sleep, she is the reason my mom gets in car crashes in stressing moments much like this. It felt like a nightmare, I fell curious where the beautiful sun shone, and were the white clouds, and the birds chirped in the wind as we drove by. We were new to this state so we have no idea what weather conditions it must be today. But, are only clues are that nature is deserted and any signs of life has left, no cars, no singing birds, no sun, just a big black sky. We reached to a near by town and are looking for some hotels to stay the night in. as I look out my car door window, rain pours down heavily. It looks like today’s weather forecast was prescribed as “raining cats and dogs”.

    Signed into law last month, House Bill 87 authorizes police to investigate the immigration status of suspects under certain conditions and arrest illegal immigrants and take them to jail. It also punishes people who knowingly harbor or transport illegal immigrants while committing another crime or use fake identification to get a job in Georgia.

    Supporters of the law say the exodus of illegal immigrants shows it is working, though they said the tough economy could also be a factor. The state needed to pass the law, they said, because the federal government has failed to secure the nation’s borders, allowing illegal immigrants to stream into Georgia.

    A recent estimate by the Pew Hispanic Center puts the number of illegal immigrants in Georgia at 425,000, the seventh-highest among the states.

    “Businesses and individuals — including migrant workers — have absolutely nothing to fear if they are in compliance with the law,” said Republican Rep. Rich Golick of Smyrna, who co-sponsored HB 87 and is one of its chief supporters.

    At the same time, the pain some metro Atlanta businesses and churches are experiencing because of HB 87 now was expected, said Mark Krikorian, executive director of the Center for Immigration Studies, a Washington-based group that advocates for tighter immigration controls.

    “There will always be short-term pain when you rip the Band-Aid off,” he said. “There is no way to avoid that. If you have allowed the immigration law to go unenforced, when you finally get around to enforcing the law, there will be some short-term pain for people.”

    With the departure of illegal immigrants from Georgia, there will be less of a burden on the state’s taxpayer-funded schools and hospitals, Krikorian said.

    The Americans With No Abilities Act

    President Barack Obama and the Democrat-controlled Congress are considering sweeping legislation that will provide new benefits for many Americans. The Americans With No Abilities Act (AWNAA) is being hailed as a major legislative goal by advocates of the millions of Americans who lack any real skills, knowledge or ambition.

    "Roughly 50 percent of Americans do not possess the intelligence, competence and drive necessary to carve out a meaningful role for themselves in society," said California Senator Barbara Boxer - Democrat. "We can no longer stand by and allow People of Inability
    (POI) to be ridiculed, passed over for promotions, or even worse - fired - for no reason except for their lack of any ability or motivation to do any given job. With this legislation, employers will no longer be able to grant special favors to a small group of workers, simply because they have some idea of what they are doing or a willingness to learn it."

    In a Capitol Hill press conference, House Speaker Nancy Pelosi - Democrat, and Senate Majority Leader Harry Reid - Democrat - pointed to the success of the U.S. Postal Service, which has a long-standing policy of providing opportunity without regard to performance.

    Approximately 74 percent of postal employees lack any job skills, making this agency the single largest U.S. employer of Persons of Inability. Harry Reid pointed also to the public school system as another long-time leader in the field of providing secure employment opportunities to POI.

    Private-sector industries with good records of non-discrimination against POI include retail sales (72%), the airline industry (68%), and home improvement warehouse stores (65%). At the state government level, highway public works departments, and the Department of Motor Vehicles both have excellent records of hiring Persons of Inability (93%).

    Under AWNAA, more than 25 million mid-level positions will be created, with important-sounding titles but little real responsibility, thus providing an illusory sense of purpose and performance while building self-esteem and providing more candidates who will eventually be promoted into actual senior management positions with even higher salaries and even fewer actual responsibilities.

    Mandatory non-performance-based raises and promotions will be given so as to guarantee upward mobility for even the most unremarkable or unproductive employees. The legislation provides substantial tax breaks to corporations that promote a significant number of Persons of Inability into middle-management positions, and gives a tax credit to other businesses that agree to hire one clueless worker for every two talented hires. Utility and cable companies, followed closely by computer customer support departments, are lobbying to have past such hires become eligible for these tax incentives.

    Private-sector industries with good records of non-discrimination against POI include retail sales (72%), the airline industry (68%), and home improvement warehouse stores (65%). At the state government level, highway public works departments, and the Department of Motor Vehicles both have excellent records of hiring Persons of Inability (93%).

    Under AWNAA, more than 25 million mid-level positions will be created, with important-sounding titles but little real responsibility, thus providing an illusory sense of purpose and performance while building self-esteem and providing more candidates who will eventually be promoted into actual senior management positions with even higher salaries and even fewer actual responsibilities.

    Mandatory non-performance-based raises and promotions will be given so as to guarantee upward mobility for even the most unremarkable or unproductive employees. The legislation provides substantial tax breaks to corporations that promote a significant number of Persons of Inability into middle-management positions, and gives a tax credit to other businesses that agree to hire one clueless worker for every two talented hires. Utility and cable companies, followed closely by computer customer support departments, are lobbying to have past such hires become eligible for these tax incentives.

    WASHINGTON -- Senate Republicans are set to announce today the hardest-hitting package of immigration enforcement measures seen yet -- one that would require jail time for illegal immigrants caught crossing the border, make it harder for them to open bank accounts and compel them to communicate in English when dealing with federal agencies.

    Most of the bills stand little chance of being debated in the Democratic-controlled Congress. But the move by some of the Senate's leading Republicans underscores how potent the immigration issue remains, particularly in a presidential election year.

    The bills give Republicans a way to put pressure on the Democratic and Republican presidential candidates to take a tougher stance on immigration. They also reflect a shift toward harsher immigration rhetoric and legislative proposals from both parties since Congress failed to pass a comprehensive overhaul in 2007.

    The package -- an enforcement smorgasbord assembled by at least eight lawmakers -- consists of 11 bills, but it could expand to as many as 14. Some elements echo House bills, but others go beyond House proposals.

    One would discourage states from issuing driver's licenses to illegal immigrants by docking 10% of highway funding from states that continue to do so.

    Another would extend the presence of the National Guard on the border, and a third would end language assistance at federal agencies and the voting booth for people with limited English ability.

    A bill by Sen. Jeff Sessions (R-Ala.), who is leading the effort, would impose a maximum two-year prison sentence on someone caught illegally crossing the border a second time.

    "The point is to reinforce the idea that most of us here feel that we need to make enforcement and border security a first step to solving the overall problem," said Sen. David Vitter (R-La.), one of the sponsors.

    Although Congress usually avoids tough legislation during an election year, Vitter insisted that he and his colleagues could still get something done. "There are concrete steps we can take. None of us see any reason to waste this time," he said.

    Other bills in the package would:

    * Block federal funding to cities that bar their police from asking about immigration status.

    * Give the Department of Homeland Security the authority to use information from the Social Security Administration to target illegal immigrants.

    * Require construction of 700 miles of fencing along the southern border, not including vehicle barriers.

    * Impose sanctions on countries that refuse to repatriate their citizens.

    * Deport any immigrant, legal or illegal, for one drunk-driving conviction.

    * Enable local and state police to enforce federal immigration laws.

    Jim Manley, a spokesman for Senate Majority Leader Harry Reid (D-Nev.), said the Republican proposal "falls far short of what is needed." Democrats want to combine enforcement with a guest-worker program and a way to deal with the estimated 12 million illegal immigrants in the U.S. Reid "continues to support legislation that is tough on people who break the law, fair to taxpayers and practical to implement," Manley said.

    But Democrats have also begun embracing a tougher stance on immigration. A confidential study assembled for the Democratic leadership earlier this year urged them to start using tougher language. Democrats have focused on offering opportunity to immigrants, but the study by two public-policy groups urged them to begin speaking in terms of "requiring" illegal immigrants to become legal and about what's best for the United States.

    Many House Democrats have gone a step further, endorsing an enforcement-only bill by freshman Democratic Rep. Heath Shuler (D-N.C.) that would bolster border security and require employers to verify their workers' legal status with an electronic verification system.

    The SAVE (Secure America through Verification and Enforcement) Act has drawn 140 cosponsors, 48 of whom are Democrats, many of them vulnerable freshmen who won seats from Republicans.

    The Democratic leadership dislikes Shuler's bill and has refused to schedule a debate. Republican leaders are considering collecting signatures for a special petition that requires House leaders to bring a bill up for debate if 218 members sign. There are 198 Republicans.

    Angela Kelley, director of the Immigration Policy Center, said Senate Republicans might be trying to match their House colleagues. "They might feel they're being upstaged by House Republicans," she said. But she also suggested that the Senate bills could provide political protection to Sen. John McCain (R-Ariz.), who has clinched the GOP presidential nomination.

    Conservatives consider McCain soft on immigration. McCain, along with Democratic presidential candidates Sens. Hillary Rodham Clinton of New York and Barack Obama of Illinois, has backed giving illegal immigrants some form of legal status, which conservatives consider "amnesty."

    If McCain endorsed the Senate package, that could "create a platform for McCain to look tough on immigration, create distance from Ted Kennedy [D-Mass.] and erect a shield around the amnesty charge," Kelley said.

    "The Mexican drivers may receive citations," said the spokeswoman, who declined to give her name, "but that doesnt mean they have to stop working."

    Sorry to everyone on my contact list who already answered questions bout my story....sorry i keep changing my mind, but I have continued on my story the trip and i changed the plot so it would work. no mean comments on me changing my mind so many times.     All I could see from the backseat of the car was advertiments for restaurants and “Adopt a Highway” signs. My Golden Retriever, Lulu, was resting her head on my thigh, sleeping heavily. Dad is just sitting in the drivers’ seat glaring at the curvy roads ahead, not even listening to me protest about our five hour road trip.     “Hi, Rylee. I’m Marla, you’re great aunt. I will be babysitting you until your mommy and daddy get back. Okay?” Marla sounded like a peppy preschool teacher introducing herself, making me almost want to vomit. It wasn’t a very good first impression if that was what she was trying to do.
    “Come one inside. We can have some mint tea.” she said, motioning for us, the Romano’s, to follow her.
    We followed Marla inside into a dimly lit hall with photographs of little girls, maybe grandchildren, playing in sand, snow, dirt, leaves, and grass.       Well you did alright on explaining things but there are a few things you can improve on. With the whole smell thing you should describe a little more. For example, when she is driving in the car she could explain the smell a little better. Something like 'The smell of dirt and country life filled my nose as I rolled down the window.' Just something like that so we can get a better idea of what it smells like..so we can imagine it. You did okay on the hearing part, because you mentioned your mother singing to the radio. But maybe you should explain a little more like 'Over my mother's singing I heard the wooshing of the wind outside and the noise of some wildlife'. You did the best on explaining what your character was seeing but maybe you should explain some landscape better. Your character is out in the country, as you already explained, but what does she see? Are there hills rolling miles wide? Is the sky bright today? You could even go as far as explaining what the barns and such are made of. For example 'I glanced around at the nearby farms made of, what looked like, oak wood. They seemed old and unstable.' Or maybe they were new barns. 'They seemed new and stable enough.' Details can catch a readers attention and have them imagining what you're explaining. Using exact verbs is also something that really helps. Like instead of saying 'She ran across the long yard as fast as she could' 'She loped across the long yard as fast as she could' The word lope is better than ran because it's more imaginative. Well, I hope I helped and good luck with your story!

    WASHINGTON – President Barack Obama outlined new multibillion-dollar stimulus and jobs proposals Tuesday, saying the nation must continue to "spend our way out of this recession" until more Americans are back at work.

    Without giving a price tag, Obama proposed a package of new spending for highway, bridge and other infrastructure projects, deeper tax breaks for small businesses and tax incentives to encourage people to make their homes more energy efficient.

    "We avoided the depression many feared," Obama said in a speech at the Brookings Institution, a Washington think tank. But, he added, "Our work is far from done."

    For the third time in a week, Obama sought to focus on job creation, noting that the unemployment rate was still at 10 percent in November, though down slightly from its 10.2 percent peak. He said "a staggering" 7 million Americans have lost jobs since the recession began two years ago.

    While his proposal did not include the kind of direct federal public works jobs that were created in the 1930s, he said government could set the stage for more job creation by private businesses.

    A major part of his package is new incentives for small businesses, which account for two-thirds of the nation's work force. He proposed a new tax cut for small businesses that hire in 2010 and an elimination for one year of the capital gains tax on profits from small-business investments.

    Obama also proposed an elimination of fees on loans to small businesses, coupled with federal guarantees of those loans through the end of next year.

    He called for more government spending on infrastructure projects such as roads, bridges and water projects and for new tax breaks for consumers who invest in energy-efficient retrofits in their homes. This could be what some administration officials have called a "Cash for Caulkers" program modeled on the now-expired Cash for Clunkers program of tax rebates for people who turned in old cars for more fuel-efficient models.

    The administration also is eyeing ways to get money still not spent in the 7 billion stimulus bill passed last winter into projects more quickly.

    Obama did not characterize his new proposals as another stimulus program like that mammoth measure, but Republican critics have called it just that and have said it will increase a federal deficit that is already at a record level.

    Obama included sharp criticism for Republicans in his speech, accusing them of opposing economic stimulus efforts and his health care overhaul while supporting tax cuts and spending that have ballooned the deficit.

    He said that soon after taking office, he and congressional Democrats took "a series of difficult steps" to try to stabilize the financial system and pull the economy out of a deep recession.

    "And we were forced to take those steps largely without the help of an opposition party which, unfortunately, after having presided over the decision-making that led to the crisis, decided to hand it to others to solve."

    Obama did not say how much his proposals would cost, although congressional Democrats are eyeing a billion package to help create jobs and to provide aid to hard-pressed state and local governments.     26/05/08 "Washington Post" -- - Everywhere I go these days, talking about the global energy predicament on the college lecture circuit or at environmental conferences, I hear an increasingly shrill cry for "solutions." This is just another symptom of the delusional thinking that now grips the nation, especially among the educated and well-intentioned.

    I say this because I detect in this strident plea the desperate wish to keep our "Happy Motoring" utopia running by means other than oil and its byproducts. But the truth is that no combination of solar, wind and nuclear power, ethanol, biodiesel, tar sands and used French-fry oil will allow us to power Wal-Mart, Disney World and the interstate highway system -- or even a fraction of these things -- in the future. We have to make other arrangements.

    The public, and especially the mainstream media, misunderstands the "peak oil" story. It's not about running out of oil. It's about the instabilities that will shake the complex systems of daily life as soon as the global demand for oil exceeds the global supply. These systems can be listed concisely:

    The way we produce food

    The way we conduct commerce and trade

    The way we travel

    The way we occupy the land

    The way we acquire and spend capital

    And there are others: governance, health care, education and more.

    As the world passes the all-time oil production high and watches as the price of a barrel of oil busts another record, as it did last week, these systems will run into trouble. Instability in one sector will bleed into another. Shocks to the oil markets will hurt trucking, which will slow commerce and food distribution, manufacturing and the tourist industry in a chain of cascading effects. Problems in finance will squeeze any enterprise that requires capital, including oil exploration and production, as well as government spending. These systems are all interrelated. They all face a crisis. What's more, the stress induced by the failure of these systems will only increase the wishful thinking across our nation.

    And that's the worst part of our quandary: the American public's narrow focus on keeping all our cars running at any cost. Even the environmental community is hung up on this. The Rocky Mountain Institute has been pushing for the development of a "Hypercar" for years -- inadvertently promoting the idea that we really don't need to change.

    Years ago, U.S. negotiators at a U.N. environmental conference told their interlocutors that the American lifestyle is "not up for negotiation." This stance is, unfortunately, related to two pernicious beliefs that have become common in the United States in recent decades. The first is the idea that when you wish upon a star, your dreams come true. (Oprah Winfrey advanced this notion last year with her promotion of a pop book called "The Secret," which said, in effect, that if you wish hard enough for something, it will come to you.) One of the basic differences between a child and an adult is the ability to know the difference between wishing for things and actually making them happen through earnest effort.

    The companion belief to "wishing upon a star" is the idea that one can get something for nothing. This derives from America's new favorite religion: not evangelical Christianity but the worship of unearned riches. (The holy shrine to this tragic belief is Las Vegas.) When you combine these two beliefs, the result is the notion that when you wish upon a star, you'll get something for nothing. This is what underlies our current fantasy, as well as our inability to respond intelligently to the energy crisis.

    These beliefs also explain why the presidential campaign is devoid of meaningful discussion about our energy predicament and its implications. The idea that we can become "energy independent" and maintain our current lifestyle is absurd. So is the gas-tax holiday. (Which politician wants to tell voters on Labor Day that the holiday is over?) The pie-in-the-sky plan to turn grain into fuel came to grief, too, when we saw its disruptive effect on global grain prices and the food shortages around the world, even in the United States. In recent weeks, the rice and cooking-oil shelves in my upstate New York supermarket have been stripped clean.

    So what are intelligent responses to our predicament? First, we'll have to dramatically reorganize the everyday activities of American life. We'll have to grow our food closer to home, in a manner that will require more human attention. In fact, agriculture needs to return to the center of economic life. We'll have to restore local economic networks -- the very networks that the big-box stores systematically destroyed -- made of fine-grained layers of wholesalers, middlemen

    That could have meant the loss of thousands of high-paying construction jobs just weeks before the election.

    "I'm glad the Republicans came to their senses — you can't play politics with 300,000 jobs when we're in a recession," said Sen. Barbara Boxer, D-Calif., chairman of the Senate Committee on Environment and Public Works.

    The House on Thursday voted 376-29 on the measure to transfer billion from the Treasury's general fund to shore up the 52-year-old highway trust fund. The Senate approved the measure by a voice vote on Wednesday after several Republicans who had held up the legislation for months agreed to let it go forward.

    The breakthrough in the Senate came just five days after Transportation Secretary Mary Peters announced that the trust fund, which enjoyed a billion surplus just three years ago, would run out of money this month. She urged quick action by Congress to restore solvency to the fund.

    In July, after the House first passed the billion replenishment effort, the White House threatened a veto, saying taking money from the general fund was "both a gimmick and a dangerous precedent that shifts costs from users to taxpayers at large."

    Supporters of the transfer argued that the Treasury was merely returning billion it took from the then-prospering trust fund in 1998 for deficit reduction.

    It has long been anticipated that the trust fund would move into the red next year, a result of the reluctance of Congress to raise the gasoline tax, unchanged since 1993 despite inflation and soaring construction costs. The federal fuel tax is 18.4 cents a gallon, or 24.3 cents for diesel.

This follows the Joint Committee on Taxation's (JCT) re estimate of the Clinton White House's tax provisions last week. Together, CBO and JCT are Congress' official estimators -- nonpartisan entities that Clinton himself promised to use when he first took office back in 1993.

      President Clinton has promised to protect Social Security, to reduce the debt to the maximum extent possible, to control spending, and reduce taxes. But, Congress' official estimators show that on all four counts, the President's budget fails. Instead, Clinton's budget raids the Social Security trust fund for 8 billion in five years, it artificially erases the surplus, it lowers the public debt less than doing nothing would, it increases spending, and it raises taxes by .7 billion over the 1999-2009 period.

      This is the same Social Security surplus that he has promised to save in its entirety.
